How Many People Can Live at One Address in Utrecht?

11 October 2026 · Panagiotis Pelardis

The short answer: the registration law sets no cap on how many people can register at one address. You register where you actually live, within five days of moving in. The number limits you read about online are permit rules for the owner who lets the home. In Utrecht, up to three people can share a home without the owner needing a conversion permit; from four, the owner needs two permits.

Registration follows where you live

The Wet BRP, the law behind the Basisregistratie Personen (BRP), the national population register, ties your registration to your woonadres: the address where you live. If you change address, you report it to the new gemeente no earlier than four weeks before the move and no later than the fifth day after it (art. 2.39). Arriving from abroad to live here for more than four months, you report in person within five days (art. 2.38; Rijksoverheid).

There is no number in it. When MPs asked about registrations in 2019, the Interior Ministry answered that registration is about establishing the actual living situation, and that "slechts het feitelijk verblijf van de burger op het adres is bepalend": only where you actually stay decides it (answers to parliamentary questions 2019Z16147). The same answer gives an example of what goes wrong when a landlord's consent decides it: illegal letting, where the landlord works against the registration of students who actually live there.

Two practical points from the gemeente Utrecht's own page on reporting a move (Verhuizing doorgeven):

Where the "two people" number comes from

Search for this question and you will find the claim that only two unrelated people may register at one address without a special permit. A number two does exist, in a different rule in a different city.

In the housing ordinance of another large Dutch city, an owner who turns a home into rooms needs a conversion permit, and none is needed while at most two adults live there (the ordinance, art. 3.1.4). The owner applies for it. It says when the owner needs a permit to let. It says nothing about how many people may be registered.

A city that requires this permit sets its own exemptions in its housing ordinance, under article 21 of the Huisvestingswet 2014. We looked at two cities and not at the others, so we will not tell you what "most municipalities" do.

Utrecht's rule: three people

Utrecht's housing ordinance exempts a home shared by at most three people from the conversion permit (art. 49 lid 3 onder a). Its explanatory notes add that it does not matter whether those three form one, two or three households, as long as there are no more than three.

From the fourth person, utrecht.nl says the owner needs an omzettingsvergunning and an omgevingsvergunning, and names a student house and a "friendswoning" as examples (Woningdelen). The ordinance says the owner files the application (art. 50). The conditions include at least 18 square metres of usable floor area per resident after the conversion (Utrecht loket).

The threshold used to be lower. For student houses, Utrecht's own enforcement report says a permit used to be needed from two people and is now needed only above three.

What the gemeente checks

Registration is not a box nobody looks at. The gemeente Utrecht writes that it looks into what happens at an address, with signals such as too many people at one address or people who move very often, that it is often a misunderstanding such as a forgotten change of address, and that it can fine woonfraude (Landelijke Aanpak Adreskwaliteit). One of its own examples of woonfraude is people living at an address where nobody is registered.

So when four of you live in the house, four of you register there.

On the owner's side, Utrecht's published list of letting addresses that are not in order shows fines and penalty orders for room-letting without a permit, and they were imposed on the owners (Verhuuradressen die niet in orde zijn). If you think your landlord has no permit, you can report it via utrecht.nl/melding.

If you are four friends looking for a house

  1. Ask about the permit in the first message. "Is er een omzettingsvergunning voor dit adres?" For three of you, none is needed. For four or more, the owner should have one.
  2. Read the liability clause before you sign. If several of you are on one lease, what you owe the landlord depends on the contract. We wrote that out in find a huisgenoot before you find a room, and what happens when one of you leaves in when a housemate leaves the joint lease.
  3. Register, all of you, within five days. With a copy of the lease if you report online.
  4. Check huurtoeslag before you count on it. It is meant for a self-contained home. Friends who rent a self-contained home together apply once, for the whole home: one of you, the person on the lease, applies and the others count as medebewoners, whose income and assets usually count (Dienst Toeslagen). For a room where you share the kitchen, toilet or shower you usually get none; the exceptions are in huurtoeslag for a room.

If a landlord tells you that you may not register, ask why before you sign anything. Our guide to registering at your room's address covers what to do.

Where Vond fits

We start with Roommates. Vond opens soon in Utrecht, and the first thing that opens is a way to find people to live with, so that the three or four of you exist before the house does.

A Roommates profile describes a person: how you live, when you get up, how you feel about guests. It carries no price, no address and no availability: a profile has no field for any of them. It is free in beta.

For rooms that come onto Vond, we speak to whoever is letting the place and build the listing with them. We do not verify identity, we do not check a register, and there is no verification badge on Vond, so read every profile with the care you would give a stranger's message anywhere else.

The short version

You register where you live, within five days, however many of you there are. The number that matters in Utrecht is three: up to three people can share a home without a conversion permit, and from four the owner needs one. Ask about it before you sign, and register all of you once you move in.
