Huurtoeslag for a Room in Utrecht (2026): Can Internationals Get It?

Huurtoeslag is the Dutch rent benefit: money from the government towards your rent. If you rent a room in Utrecht, the honest answer is that you probably cannot get it, and the Dutch benefits agency says so itself on its page about which homes qualify: "Studenten op kamers kunnen meestal geen huurtoeslag krijgen." Students in rooms usually cannot.

Usually is not always, and internationals have two questions Dutch students do not: does my residence status qualify, and will applying hurt my permit? The second one has a written answer from the IND, which is further down. The rest of this piece goes through the rules one at a time, each with the page it comes from. The benefits agency is Dienst Toeslagen, and its pages sit on belastingdienst.nl.

The main rule: only for an independent living space

The English page on which homes qualify says you can only receive rent benefit if you rent "an independent living space, such as a flat, a studio or a terraced house." And then: "If, for example, you share the toilet, kitchen, shower or bath with other tenants, it is not considered an independent living space."

The Dutch page for students in rooms spells out three things a room needs:

A studio that meets the full list qualifies. A room in a student house with a shared kitchen does not. The Handboek Toeslagen, the agency's own manual, adds that what counts is "de feitelijke situatie", the actual situation, and not what the contract calls the place. A contract that says "studio" does not help if you share the kitchen.

When a room can still qualify

A room in a building designated before 1 July 1997. According to annex 2 of the Handboek, these were mostly buildings for student housing and group living. No new designations of this kind are made, but old ones stay valid as long as the building's purpose, layout and management have not changed. Even then, Dienst Toeslagen says it can only sometimes be paid.

A storey with a shared entrance. If you share only the front door, hallway, stairwell or lift with other residents and have everything else to yourself, the English page counts it as independent.

A split house on one house number. If a house was converted into separate independent homes but the other home has the same number and no addition such as "bis" or "B", the agency may count the people living there as your co-residents, "which could result in a lower benefit or no benefit at all." If the agency has counted them wrongly, the same page tells you to call the BelastingTelefoon and report that it is a converted home.

We did not find a public list of designated buildings in Utrecht. The student housing provider SSH says in its help centre that the listing and Mijn SSH show whether you can apply for huurtoeslag for your room. For any other landlord, ask them. If the building is designated, the Handboek says you send proof of the designation with your application, and the landlord has to give it to you.

A room in someone else's home, with a live-in landlord, is almost never independent. You share the kitchen or bathroom, and the Handboek says there is no independent home when you can only reach yours through the private part of someone else's.

Your residence status

This is where internationals differ. The English page for people who are not Dutch says you must be lawfully in the Netherlands, and then splits in two:

The same rule applies to your partner and to anyone aged 18 or over who lives with you. The page does not list which permits entitle you. If you are unsure about yours, call the Tax Information Line before you apply. The same page adds a warning that runs the other way: if your permit expires soon, apply to extend it on time so you stay entitled to rent benefit.

Will it affect your permit?

This is the question people are most afraid to ask. The IND answers it directly on its page about benefits from public funds: "An application for a rent, healthcare or childcare benefit and child-related budget will not end your residence."

The same page warns that other benefits can end your right of residence, such as social assistance. Its list includes the Toeslagenwet, which is easy to misread: that is a law under which the UWV, the employee insurance agency, tops up other benefits. Huurtoeslag comes under a different law, and the IND puts it in the group that has no consequences for your right of residence.

If you are an EU citizen, you may have read on the IND's page for EU, EEA and Swiss citizens that you "cannot claim benefits from general funds." Read that next to the public funds page, which puts rent benefit in the group that does not end your residence. The same page adds that an EU citizen who is a student or has no paid work must have enough money to support themselves, and that condition still applies.

What changed in 2026

No rent is too high any more. The English page on rent and service costs says: "From 2026, your rent can no longer be too high for rent benefit." One older English page still lists "your rent is not too high" as a condition; the Dutch pages and the law agree with the newer one.

The benefit is still calculated on a maximum rent. On the Dutch page Huurtoeslag verandert vanaf 2026, that maximum is €932.93 a month in 2026. You get nothing for the part of the rent above it, and you always pay a part yourself, about €200 a month according to Dienst Toeslagen's page on how much you can get.

The youth age limit dropped from 23 to 21. If everyone in your household is under 21, the maximum rent used is €498.20, unless a child lives with you or someone under 21 has a disability. The oldest resident decides. Under 18, you can only get it if both your parents have died or you have a child.

Only the base rent counts, without service costs, gas, water and electricity. If you pay all-in rent, ask your landlord to split it into base rent and other costs.

The other conditions

How to apply

  1. Check that your room is independent, or ask the landlord whether the building is designated, and get the proof.
  2. Register at the address on or before the first of the month.
  3. Run the test calculation, the proefberekening. It is only in Dutch; a browser translation is enough to get through it.
  4. Apply in Mijn toeslagen. The English page on applying says you need a DigiD and that Mijn toeslagen is only in Dutch. Mijn toeslagen also accepts European login, which uses a government login from another country in the European Economic Area; the Dutch explainer names Belgium's Itsme.
  5. No DigiD yet? Call the Tax Information Line on 0800 0543, free from the Netherlands. According to the page on applying, they can make an appointment for you at a tax office or refer you to a benefits service point, where someone helps you apply.

Rent benefit for 2025 can still be applied for until 31 December 2026.

Huurtoeslag says nothing about how much a landlord may charge for a room. That is set by the points system for rooms, and the Huurcommissie's Huurprijscheck for rooms calculates the maximum base rent.

The short version

Most rooms in Utrecht do not qualify, because huurtoeslag is only for an independent living space: your own lockable front door and no shared toilet, kitchen or bathroom. A studio usually qualifies, and a room sometimes can in a building designated before 1 July 1997. As an international you also need a residence status or permit that entitles you to benefits, and the IND says an application for rent benefit will not end your residence. Since 2026 no rent is too high, only the base rent counts, and the youth limit is 21. Register at the address, run the test calculation, and call 0800 0543 if you have no DigiD.

Where Vond fits

Vond is opening in Utrecht, starting with housemates: you find people to live with first, then look for a place together. If you rent a whole independent home together, one of you can apply for huurtoeslag, the person on the contract, and the others count as co-residents whose income and assets usually count too. Each of them aged 18 or over must also be registered at the address and be lawfully in the Netherlands. Run the test calculation together before you sign.
