Does a Housemate Affect My Toeslagen? Partner or Medebewoner
The short answer: a new housemate ends up in one of three places for the Dienst Toeslagen. As your toeslagpartner: you receive toeslag together and their income and assets count. As your medebewoner: only your huurtoeslag changes, because their income and assets count for it. Or as neither, and nothing changes. Which one depends on your situation, not on how you describe each other.

|---|---|---|
| Can a friend I share a house with be my toeslagpartner? | Only in listed situations; a flat share on its own is not one | Toeslagpartner |
| More than two adults registered at the address? | Then you have no toeslagpartner, unless you are or become partners under situations 1 to 4 | Toeslagpartner |
| What does a medebewoner change? | Your huurtoeslag: their income and assets count | Wie telt als medebewoner |
| From when? | The first of the month after the change or the registration | Vanaf welk moment; Wie telt als medebewoner |
| Who has to act? | The newcomer registers with the gemeente; you get a letter if anything changes | Er komt iemand bij mij wonen |
The three words that decide it
Toeslagpartner. If you are married or in a registered partnership, that person is your toeslagpartner. Without one, someone registered at your address can still be your toeslagpartner, but only if one of these applies to the two of you:
- you signed a samenlevingscontract together at a notary;
- you have a child together, or one of you recognised the other's child;
- one of you is the other's partner in a pension scheme;
- you own the home together and both live in it;
- one of you has a child under 18 registered at the address.
Situation 5 only applies when exactly one other adult and at least one minor child live with you. A subtenant is never your toeslagpartner, nor is an au pair with an au pair contract. You can have only one toeslagpartner, and if two situations point at two different people, the first one on the list decides.
The sentence that matters for a house-share: if more than two adults are registered at your address when you apply, you have no toeslagpartner, unless you are or become partners under situations 1 to 4.
Medebewoner. For huurtoeslag, everyone registered at your address who is not your toeslagpartner counts as a medebewoner: a child, a parent, a housemate or anyone else. A subtenant does not count. The Dienst Toeslagen counts a medebewoner from the first of the month after they register (or from the day of registration if that is the first). A medebewoner's income and assets usually count for your huurtoeslag.
Neither. If the newcomer is neither your toeslagpartner nor, for huurtoeslag, your medebewoner, nothing changes for your toeslag. That is the Dienst Toeslagen's own sentence.
What changes, toeslag by toeslag
Zorgtoeslag. Only a toeslagpartner changes it. Then you receive it together, your partner's income and assets count, and the amount can go up, go down or stop. Joint limits apply; the current figures are on the Dienst Toeslagen's zorgtoeslag page. For a housemate who is not your toeslagpartner, the Dienst Toeslagen's own sentence applies: nothing changes.
Huurtoeslag. Both words matter here. A toeslagpartner means toeslag together. A medebewoner's income and assets count for your huurtoeslag. And huurtoeslag is meant for a self-contained home; for a room where you share the kitchen, toilet or shower you usually get none. The exceptions are in huurtoeslag for a room.
Two houses, read through the rules
Four friends, all registered at one address. None of the five situations holds between any two of you: no samenlevingscontract, no child, no pension arrangement, nobody owns the place, and situation 5 needs exactly one other adult. Nobody is anyone's toeslagpartner, and the more-than-two-adults rule points the same way. For zorgtoeslag, each applies alone. For huurtoeslag on a self-contained home, one of you applies for the whole home and the other three count as medebewoners; we set that out in how many people can live at one address.
You and one friend. Two adults registered. You are still not toeslagpartners unless one of the five situations applies. Sign a samenlevingscontract at a notary, for whatever reason, and you are, from the first of the month after you have both signed and live at the same address. The Dienst Toeslagen's own warning is that you can become toeslagpartners with someone you are not married to, while you may not expect it. The same page adds a Let op: you stay toeslagpartners as long as you are both registered at that address, even when the situation no longer applies.
What you have to do
- The newcomer registers with the gemeente as soon as possible. The gemeente passes the change to the Dienst Toeslagen; the page does not ask you to report the housemate to the Dienst Toeslagen, it says a letter follows. In Utrecht the newcomer reports the move; if they are not on the lease, Utrecht asks a resident aged 18 or over for consent, a Verklaring van inwoning (registering at your Utrecht address).
- Expect a letter if the newcomer becomes your toeslagpartner or your medebewoner for huurtoeslag. It says what to do.
- Check your own case with the Dienst Toeslagen's tool Wie is mijn toeslagpartner, reached via its Toeslagpartner page, before anyone moves in.
- Count from the first of the next month. A partner counts from the first of the month after your situation changed (or from that day if it changed on the first), their income from then on and their assets from the next 1 January if you became partners during the year; a medebewoner from the first of the month after registration.
The trap: someone who left is still registered
The Rijksoverheid names a wrong registration as a reason someone "receives no huurtoeslag because they would have medebewoners" (Adresonderzoek, read 12 October 2026). If an old housemate never reported their move, they are still your medebewoner on paper.
You can ask the gemeente to check. Utrecht calls it an adresonderzoek, it is free, and it usually takes weeks to months, sometimes half a year or longer. Ask for it as soon as it is clear they have not reported their move, rather than when your toeslag changes.
Where Vond fits
We start with Roommates. Vond opens soon in Utrecht, and the first thing that opens is a way to find people to live with.
A Roommates profile describes a person: how you live, when you get up, how you feel about guests. It carries no price, no address and no availability: a profile has no field for any of them. It is free in beta. A house cannot use it to fill a free room.
For rooms that come onto Vond, we speak to whoever is letting the place and build the listing with them. We do not verify identity, we do not check a register, and there is no verification badge on Vond, so read every profile with the care you would give a stranger's message anywhere else.
The waitlist is at vond.house.
The short version
A housemate changes your toeslagen only as a toeslagpartner (listed situations, never a plain flat share, and with more than two adults registered when you apply only under situations 1 to 4) or as a medebewoner (huurtoeslag only). Everyone registers where they live, you wait for the letter, and you make sure whoever left is no longer registered at your door.
